Sometimes the contacts inside the steering wheel will get dirt or worn the they don’t make a good conection. The diaphram under the hood could be bad.

The most common problem is either a bad clockspring or cruise control actuator.

Open up the hood.Turn the key to the on position; just before start. Push the cruise button. If you don’t hear a “click” like a relay, then it may be the contacts in the transducer. Take the speedo cables off and remove the transducer from the fender. There is a small box with a cover held on with two tangs. Inside there are contacts that get dirty. Clean them up and spray some WD40 on them and close it back up. Put everything back the way it was and retest. If it “clicks” with the key on, that was your problem. Good luck.
