I live in PA. I’m unable to obtain any kind of vehicle license, so I need some sort of motorized means of transportation. I know certain restrictions apply to mopeds and similar things, but I need specifics and any links would be appreciated!

Nothing with a motor.
As far as Pennsylvania regulations, here they are:
Min age: 16 .
Drivers license required (no special motorcycle license).
Title required.
Insurance required – about $ 60/year.
You can ride without helmet.
No inspection needed.
Moped must have pedals.
peddal power or hoofin it is about it.
Take the public bus.
