I am assuming you mean that you lack ground clearance under the hitch. This is due to excessive trailer tongue weight. Unless you have a ton truck a trailer of this type requires a weight distributing hitch. This device effectively transfers the weight from the hitch and rear wheels of your tow vehicle to the trailer wheels and the front wheels of the tow vehicle. See http://www.mrtruck.net/wdh.htm for a picture of this type of hitch and an explanation of how it works and its benefits. You should not only see the trailer trim out better, handling should improve and sway should reduce. The owners manual for your trailer should have a discussion on this with recomended tongue weight and such. Hope this helps.
