I have a 94 honda accord lx,..its running hot & steam is coming from the radiator. How do I know if its the radiator or the pump that needs to be replaced?

Maybe neither. It could be a bad head gasket or a thermostat.
A radiator shop or garage can do a hydrocarbon test to see if there is any exhaust in the coolant.
You can also pull the spark plugs and look at the tops of the pistons. If coolant has been getting sucked into a cylinder, the top will be cleaner that the other pistons.
you need to start by pressure testing your cooling system for leaks,check for a stuck closed thermostat,check the condition of your coolant has to be 50/50 mix check for restricted radiator, comes check the operation of your cooling that its coming on and cooling your vehicle
thermostat first they go out all the time radiator very little unless you hit something.. water pump will leak.. most likely your thermostat stuck or a hose busted
