hi there.
if it is still connected in the car then you must first remove it.
Now hook up just the wires to it.
you will need a scope or digital meter. set it to AC voltage and put one tip to ground and the other to one of the wires. turn the sender with a drill and look for a increasing ac voltage with the ignition ON.
try the other wire if you get no reading.
if neither wire produces a voltage then the sender may be bad.
