I want to buy this 1996 Eagle Vision. It needs its rotors turned and new brake pads for the front tires.

Call around to your local body shops and find the best deal.Probably around 200-500 bucks depending where you go.

While I don’t know the answer to that question, you could easily find out just visiting one of your local tire places. But it’s been my experience that they are often nearly as expensive as buying new rotors, and in a few cases I’ve heard of, buying new is less expensive than having the old ones turned.
An advantage to new is they have the full dimension of material as opposed to rotors that are thinner because of turning. And once turned, they often warp more quickly, so you may be throwing good money after bad.
In reality, it needs new rotors, not to have the rotors turned. People like to say that to make it sound cheaper however new rotors cost about as much as having them turned. Having them turned will only buy you a couple of extra months at best. The reason rotors warp and pulse the brake pedal is because the metal becomes too thin and when the rotor heats up, it warps. Turning the rotors shaves the warp off so it feels smooth again however next time they get really hot they will just warp again. Don’t waste your money getting them turned. Just buy new pads and rotors.
The cost will depend on where you take it. If you can do it yourself the parts shouldn’t be more than about 60 bucks however if you pay someone to do it… it will probably be around 150-200 bucks.
